Switzerland: During the World Economic Forum meeting in the Alps of Switzerland, Canadian Prime Minister Mark Carney gave a very strong and clear message regarding the international system. In his speech at Davos, he said that the era of the US-led global order is almost over and the world has entered a more unstable and uncertain phase. His statements were counted among the sharpest assessments given on the global balance of power in recent years.

Why did Carney say the old global order is dead?

Carney said that the world is not going through any normal change but is in a period of great rupture. According to him, the rules-based international system created after the Second World War is no longer working as before. He had said that powerful countries have often been breaking or ignoring the rules in their own interest, due to which the trust in this system has gradually weakened.

What did he mean by “American supremacy”?

Without naming America or President Donald Trump, Carney in a gesture criticized the system in which America had played a decisive role in deciding global policies for decades. He had said that this framework did provide stability at one time, but it also gave special exemptions to some countries. Trade rules were not enforced uniformly, leading to dissatisfaction in many countries.

How did economic ties become a weapon of pressure?

Referring to recent global crises related to finance, health, energy and geopolitics, Carney said that excessive interdependence has now become a risk. He warned that big countries are using tariffs, banking system and supply chains to create pressure. Economic engagement, which was once considered a means of shared prosperity, is now becoming a political weapon.

What does this mean for Canada?

The Prime Minister had said that now mere geographical location and old alliances are no longer a guarantee of a country's security and prosperity. He had said that a country that cannot make itself self-reliant in terms of food, energy and defense has only limited options left. Canada needs to strengthen its domestic capabilities and diversify its trading partners.

Is Carney against global cooperation?

Carney rejected the idea of a “world of forts” and said that such a path would make countries poorer and weaker. He appealed to the middle powers to form flexible alliances with like-minded partners. At the end of his speech he said that the old system will not return, but a more just and stronger global structure can definitely be created.
